For example, an agreed document reference and current status record may prevent several parties from resending different versions. The agency can demonstrate that process improvement without claiming it has changed the vessel's technical environmental performance.

## Review service-provider claims carefully

Where the agent arranges an environmental or waste-related service, ask who performs it, what evidence is supplied and which competent parties approve the arrangement. Procurement should not issue handling instructions or infer that the agency itself holds every specialist capability.

Identify whether local partners follow the same administrative practices and are included in reported results. A claim based on the agency's main office should not be presented as covering all ports and subcontracted services without an appropriate basis.

## Report specific results and limitations

Record the baseline, action, measured or estimated result and attribution limits. Separate changes in call volume from efficiency improvement. Retain support for statements repeated publicly and avoid implying independent verification where none occurred. A credible sustainability review recognises useful agency contributions while preserving the distinction between coordination improvements and technical outcomes controlled by the wider maritime and port system.
