A figure from another route may be informative, but it should not be presented as the result your programme will achieve without a relevant basis.

If the supplier proposes a different vehicle technology, ask how it fits the actual service window and operating arrangement. Have the responsible competent team assess suitability. Procurement should not assume that one label answers questions about capacity, availability or the ability to complete the route.

## Examine route consolidation carefully

Review whether compatible movements can be combined without undermining the service requirement. Use actual pickup locations and passenger demand. A consolidated route may reduce separate trips while adding journey time or creating accessibility problems, so evaluate the complete effect rather than optimising one count in isolation.

Ask the operator to explain the change in its actual plan. Removing one customer movement does not necessarily translate directly into a specific emissions saving if the vehicle route changes elsewhere. Keep the claim bounded to what the available evidence supports.

Give dispatch timely, approved information about expected changes so it can plan the appropriate service. Avoid collecting unnecessary personal data merely to improve a transport metric. Use the customer's established coordination and information-handling process for attendance or route updates.

Review recurring empty or lightly used movements alongside the reasons they exist. Some may provide necessary coverage or flexibility, while others reflect outdated assumptions. Decide changes with operations and passengers' relevant needs in view rather than treating every low-use trip as automatically unnecessary.

## Retain a precise purchasing conclusion

Describe verified vehicle or route features and remaining uncertainty in the decision record. Agree proportionate reporting if environmental performance materially influences the award. Revisit assumptions using actual service data. This supports a defensible sustainability assessment without inventing an overall green ranking of UAE operators or sacrificing the passenger service to an unsupported target.
