Make proposed deviations explicit and route them for qualified review before commercial acceptance.

Clarify whether quoted lead time begins at order, approved drawings, advance payment or another defined event. The buyer needs to understand the trigger and its responsibilities. Comparing different starting points can make an unrealistic offer look faster than a more transparent one.

## Examine manufacturing and supply dependencies

Ask for a milestone plan showing technical submissions, approved-source components, production, inspection and dispatch at a suitable level. Have qualified reviewers assess the technical sequence and required gates. Procurement should verify commitments and reporting rather than dictate manufacturing methods.

For example, a package may depend on a component sourced from another manufacturer. Ask whether that source and availability are confirmed and how changes are approved. A distributor's promise to expedite cannot replace a credible plan from the organisations that control production.

## Review documentation and change control

Request a sample document register and comment-resolution process. Ask how revisions are linked to the equipment supplied and how substitutions are disclosed. The eventual dossier should show the delivered configuration and accepted evidence, not merely a folder of documents from different stages.

Clarify inspection and acceptance responsibilities, including buyer dependencies and handling of unresolved items. Technical approval, dispatch release and final acceptance may be different milestones; the contract should not blur them for payment convenience.

## Award on a complete delivery proposition

Compare technical acceptability, source evidence, realistic schedule and commercial protections with qualified support. Review payment milestones and consequences of changes against the actual agreement. Use references for comparable packages, not only general sector reputation. The selection should explain why the supplier can deliver the approved equipment and records, rather than identify the best offer solely by a low price or an optimistic manufacturing duration.
