Sea freight quotations should be compared against the same cargo data, route boundaries and destination service. Ranking the ocean line alone can reward the offer that leaves the largest amount of work or cost unexplained. Build a shipment comparison that preserves service differences and identifies which amounts remain conditional.

## Establish a common shipment basis

Use the same package counts, dimensions, weights, origin and destination for each bidder. Confirm whether the data is final. If one provider quotes estimated packing and another uses confirmed measurements, resolve that difference before treating their prices as comparable.

State the required service from collection through final delivery, or define a narrower boundary where that is intentional. A buyer may reasonably purchase port-to-port transport, but should not mistake it for a managed door-delivery arrangement.

## Reconcile the charge schedule

Ask each forwarder to mark origin, ocean and destination activities as included, excluded or conditional. Confirm charging units and the party receiving payment. Keep external estimates identified and do not silently convert them into fixed provider commitments.

Require an explanation for broad all-in language. If the detailed terms exclude activities the buyer needs, obtain a revised offer or show the retained responsibility clearly. A spreadsheet total should not hide an unappointed destination task.

## Compare routing and exception behaviour

Preserve routing assumptions, estimated timings and coordination differences beside the price. A cheaper route may still be suitable, but the buyer should understand the operational trade-off rather than assume identical service.

Use a hypothetical change in receiving availability or packing. Ask how the forwarder assesses the effect and obtains approval for additional charges. Do not assume universal time allowances or charge rules; the applicable terms need to be confirmed for the actual movement.

## Resolve uncertainties that affect the decision

Mark each normalisation adjustment as supplier-confirmed or buyer-estimated. If a missing destination charge could reverse the apparent ranking, resolve it before award instead of relying on a precise-looking estimate. Keep the original quotation with the clarified response.

Consider the buyer's coordination capacity. A lower-priced offer may be appropriate where the buyer deliberately manages more handoffs, but that is a different purchase from a fuller forwarding service. Record the chosen scope, accepted limitations and responsible contacts.

The final comparison should explain the shipment arrangement being bought and the evidence behind its evaluated cost. It should remain understandable when the final account arrives, so the buyer can distinguish authorised changes from charges that do not match the accepted quotation basis.
