## Confirm the same service boundary

Separate guarding, system maintenance and other specialist activities. Identify what the provider performs and what remains with the employer, building manager or another contractor. A broad safety and security label does not make different scopes equivalent.

Have the relevant reviewers assess essential suitability and eligibility before price ranking. Procurement should not use a weighted score that lets a low fee compensate for a missing required capability or activity permission.

## Reconcile management and reporting

Compare supervision, replacement arrangements, service records and escalation. Ask how current site instructions are maintained and how authorised requests are distinguished from informal employee instructions. These controls are part of the service, not merely administrative decoration.

For a hypothetical office contract, one offer may include a named supervisory review while another prices only delivery personnel. Obtain a comparable scope or document the buyer's retained management responsibility.

## Examine conditional technical work

For systems support, identify covered assets, attendance, parts and specialist charges. Ask how a proposed component replacement is reviewed and approved. A lower maintenance total may leave significant corrective work outside the price.

Use the same controlled scenario across bidders to understand their charging method. Do not invent a standard allowance for a technical change the supplier has not assessed. Keep estimates distinct from confirmed amounts and resolve uncertainties that could alter the award.

## Preserve risk and information boundaries

Have qualified legal, technical and site reviewers assess material terms. Do not assign arbitrary monetary values to unresolved safety or security requirements. Sensitive operational information should remain controlled during evaluation.

Ask suppliers to reconcile exclusions with their main proposal and retain the final clarified offer. A verbal assurance that a responsibility is included is insufficient if the written scope still excludes it.

The award note should explain the service purchased, evidence supporting suitability and responsibilities retained by the buyer. If a higher-priced offer includes supervision or documentation the other lacks, describe the practical benefit. If a narrower lower-cost scope is chosen, name the team that will cover the gap. The comparison should remain understandable during a later incident or review, rather than rely on a generic price ranking that concealed how the security service was actually expected to operate.
