A first appointment can show whether a ship agency manages information, authority and costs as proposed. The review should focus on the agency's actual responsibilities and the conditions of the call. It should not create artificial disruption to vessel operations or treat a smooth call as proof that the agent can control every port and third-party dependency.

## Choose a representative appointment

Identify the port, call type and agency scope the principal expects to use again. Confirm the relevant verification and appointment terms with competent marine and legal reviewers. Record what the first call will not test, such as another port, different vessel profile or specialist service.

Ask the agency to use the normal operator, shift coverage and reporting process proposed for future work. A special senior-managed demonstration may provide limited evidence of routine capability if the account will later be handled differently.

## Agree observation points before the call

Define expected updates, instruction records, expenditure approvals and final-account evidence. Name the principal's contact for decisions. The review should be based on an understood service standard rather than retrospective expectations that were never communicated.

For example, observe how the agency handles a revised estimated arrival and its effect on service arrangements. The useful evidence is whether information is reconciled, dependencies are identified and required approvals are obtained. The principal should not expect the agent to eliminate every consequence of a schedule change.

## Review exceptions without unsafe experiments

Use a fictional discussion to test a scenario not encountered during the call, such as conflicting service instructions. Do not manufacture operational problems merely to evaluate the agency. Ask the responsible operator to explain authority, communication and cost-control steps within its role.

After completion, reconcile the estimate and final account against authorised services and supporting vouchers. Review missing items and explanations. A call that finishes without incident can still reveal weak commercial documentation requiring correction before repeat appointments.

## Make approval specific to the evidence

Document strengths, failures, corrective actions and untested conditions. Distinguish agency performance from events controlled by ports, terminals and other parties. Extend the relationship by port and service scope when the evidence supports it. A disciplined first-call review gives the principal a practical basis for selection without turning one completed appointment into an unsupported claim of universal agency capability across the UAE.
