A shortlist should make a decision easier. If it contains numerous properties with inconsistent information, the buyer may still be doing the agency's screening work. Evaluate the shortlist against the brief and ask for material gaps to be resolved before ranking options.

## Apply mandatory requirements first

Identify which properties meet the essential requirements, which fail and which remain uncertain. Keep “uncertain” separate from “pass.” A missing answer should not receive a positive score because the property is otherwise attractive.

Where specialist confirmation is required, record the reviewer and next step. An agency's preliminary recommendation can help progress an option, but it should not substitute for the relevant technical, contractual or authority assessment.

## Compare the same information

Use a common summary for location, usable configuration, proposed terms, availability and known dependencies. Identify whether figures or descriptions have different bases. Ask the agency to explain material differences rather than forcing inconsistent information into a neat table.

Limit the ranking to factors the organisation can meaningfully assess. A complicated weighted score can create false precision when most property details remain provisional. Sometimes a clear decision note is more useful than a numerical league table.

## Examine the agency's selection reasoning

Ask why each property was included and which trade-off it represents. A strong shortlist may contain different approaches to the requirement, provided those differences are explained. A weak shortlist may simply reflect whatever listings were easiest to obtain.

For example, one option may meet the preferred location but require a compromise on configuration, while another meets the operational layout in a less convenient area. The buyer should understand that choice explicitly and decide whether either trade-off is acceptable.

## Give feedback that improves the next iteration

Record the reason for progressing or rejecting each option. Distinguish a changed buyer preference from an agency screening error. If the brief was ambiguous, update it and make the revision visible.

Agree the next actions for shortlisted properties, including who obtains missing evidence and when the team will review it. Do not allow an option to appear approved merely because it has survived several meetings. Progress should reflect questions resolved and requirements confirmed. This keeps the search focused and provides a defensible explanation of why the eventual preferred property was selected.
