## Give candidates the same visitor brief

State the group's purpose, dates, arrival pattern, budget boundaries and essential requirements. Describe language, mobility and dietary needs through an appropriate summary. Identify the decisions that are fixed and the areas where suppliers can propose alternatives.

Ask each candidate to explain the logic of the route. A programme with fewer well-timed activities may provide a better visitor experience than one that fills every hour and leaves no allowance for arrival delays, group movement or rest.

## Distinguish confirmed capacity from ideas

Require the proposal to identify reservations that are confirmed, provisional or merely suggested. Ask when holds expire and what evidence will be available before payment. Request the conditions under which hotels, transport or activities may be substituted.

Compare the supplier's control of the itinerary. Some operators deliver key components themselves; others coordinate a partner network. The relevant question is whether they can maintain accountability and communicate changes across that network.

Request a reference for a similar programme. A successful individual sightseeing booking gives limited evidence about handling a group with several arrival times, accommodation arrangements and language requirements. Record what the reference actually observed.

## Make the award conditions specific

Set the required confirmations, operating contacts and readiness review before committing the full programme. Where feasible, inspect a route or test a representative component before relying on it for a larger group. Keep any trial proportionate to the activity and avoid treating a sales visit as a complete operational assessment.

Document why the chosen proposal fits the visitor brief. A supplier may be strong for a compact cultural visit and less suitable for a specialist adventure itinerary. A precise award rationale makes later substitutions easier to assess and prevents a broad company reputation from replacing evidence about the programme being purchased.
