Choose an ocean forwarder for the lane, cargo and service boundaries the buyer actually needs. Worldwide coverage is a starting claim, not evidence that the proposed origin partner and destination team can coordinate the shipment reliably. The evaluation should show how the forwarder turns several separate transport activities into an understandable operating plan.

## Give candidates the same shipment

Provide cargo description, confirmed or estimated packing data, origin, destination and readiness date. State the buyer's receiving conditions and which parts of the journey it expects the forwarder to manage. Ask candidates to identify assumptions before they quote.

Require a distinction between direct coordination and work performed by overseas or local partners. The buyer does not need to own every relationship, but it needs to know who remains accountable when a partner cannot perform its part.

## Examine route and milestone reasoning

Ask the forwarder to explain the proposed route, relevant handoffs and the basis for estimated timings. Keep estimates separate from confirmed booking commitments. A lower rate may be attractive, but the buyer should understand any different service or coordination assumptions behind it.

Request a sanitised milestone record from comparable work. Useful status reporting identifies the latest completed action, a current dependency and the next decision. A generic in-transit message is less useful if the receiving team must act before arrival.

## Test an exception across the chain

Use a hypothetical document correction after booking or a warehouse unable to receive on the original date. Ask who assesses the impact, communicates with the relevant parties and obtains approval for additional charges. The response should reveal the forwarder's coordinating role rather than simply name another organisation to contact.

Compare how the supplier records the correction and updates active instructions. An agreed change should not leave the origin agent, transport document and destination team using different information.

## Make the first allocation bounded

Check a reference for a similar lane and service scope, then use a representative initial shipment where appropriate. Review the final account and document handover as well as cargo arrival. A delivery that succeeds only through extensive unplanned buyer coordination does not demonstrate the same service as a managed shipment.

Document the lane, cargo and responsibilities supporting the award. Keep limitations visible and reassess material changes in partners or routing. The best fit is a forwarder whose evidence and method match the buyer's shipment, rather than a provider selected solely for the lowest ocean line or the largest list of destinations on its website.
