Training-provider performance should reflect the quality of design and delivery purchased, with realistic interpretation of learner outcomes. Attendance, satisfaction and job improvement are different measures. A useful scorecard keeps them distinct and identifies the employer's contribution, rather than claiming that a course alone controls every later workplace result.

## Check design against the work objective

Review whether the provider assessed learner prerequisites and proposed relevant exercises. Compare the delivered content with the accepted objectives. A course can be polished and engaging while spending little time on the tasks the employer needs employees to practise.

Record material adaptations and whether they were appropriate to the group. If the brief was inaccurate, identify the employer input that needs correction instead of assigning every mismatch to the provider.

## Measure delivery and practice quality

Ask whether the proposed trainer delivered and whether learners had the agreed opportunities for practice and feedback. Use evidence from exercises or assessments proportionate to the objective. Do not treat a high attendance rate as proof that learning occurred.

For a hypothetical software workshop, learners completing a relevant task with appropriate support provides different evidence from reporting that they enjoyed the presentation. Both can inform the review, but they should not be merged into one unexplained success percentage.

## Review learner feedback with context

Collect views on relevance, clarity and usability and retain the cohort context. A small set of enthusiastic comments should not be presented as the experience of every learner. Identify patterns and ask what the provider can change in the next delivery.

Keep confidence separate from demonstrated capability. A participant may feel more comfortable after a course while still needing practice, supervision or tools to perform the task reliably.

## Examine workplace follow-up fairly

Where the employer assesses later application, record opportunities to use the skill and other changes occurring at the same time. Avoid attributing a precise business outcome to training without a defensible basis. The provider's contribution can still be valuable without an exaggerated causal claim.

Include delivery of agreed materials, records and follow-up in the supplier review. Reconcile charges and unresolved design issues before marking the engagement complete.

Use findings to revise the next cohort, trainer assignment or programme scope. A useful performance measure leads to a specific learning improvement, not merely a favourable rating used in a presentation. At renewal, preserve the learner group and conditions behind the evidence so success in one programme is not treated as automatic proof of fit for another workforce need.
