Use a small set of measures with clear definitions, then examine examples to understand whether the cause lies in execution, access, supplies or an unrealistic service schedule.

## Track the agreed work by status

Distinguish completed tasks, accepted tasks, defects and tasks blocked by access. Record periodic work separately so it does not disappear behind daily activity. A monthly report should show whether the purchased schedule was delivered, not merely how many shifts were attended.

Preserve location and task details for material exceptions. This lets the supervisor identify patterns, such as repeated washroom replenishment gaps or rooms consistently unavailable at the planned time. Aggregating everything into one percentage can hide the operational problem that needs a specific decision.

## Review correction quality

Measure whether defects were corrected within the agreed process and whether they returned. A fast response is useful, but repeated visits for the same issue may indicate weak supervision or an unsuitable method. Ask the responsible site team to assess technical questions rather than resolving them through procurement assumptions.

Include a small sample of user observations, interpreted carefully. A complaint may reveal a missed task, a scope expectation that was never purchased or a condition cleaning cannot correct. Categorise the cause before treating every comment as equivalent evidence of contractor performance.

## Assess continuity and administration

Review how absence, staff replacement and changes in the work plan were handled. Check whether relief personnel received the required site instructions. Examine invoice accuracy, additional-work approvals and the usefulness of exception reports. These behaviours affect the customer's effort even when the visible cleaning result is acceptable.

Avoid rewarding paperwork volume. Ask which records help the customer make a decision and remove redundant reporting where the contract permits. A concise exception log with verified actions can be more useful than many identical forms marked complete without supporting observations.

## Agree a limited improvement plan

Select the issues with the greatest effect on the premises and assign an owner, action and review date. Compare later inspections with the baseline and record whether the change worked. Use that evidence at renewal or scope review. The purpose is sustained service improvement, not a score that looks impressive while occupants continue reporting the same unresolved problem.
