Procurement should use evidence from competent site reviewers and keep the supplier's commercial service separate from technical operating decisions.

## Measure delivery against the approved requirement

Track whether the allocated model and required records match the accepted offer. Record unapproved substitutions and missing prerequisites. A machine on site should not count as fully accepted merely because transport arrived within the planned window.

Separate site-readiness failures from supplier mobilisation failures using the agreed responsibility record. If access was not available, identify who was responsible for confirming it and whether the supplier communicated the dependency appropriately.

## Review support effectiveness

Record the time to useful technical action, communication and completion of agreed support work. Distinguish acknowledgement from diagnosis and a proposed replacement from an accepted substitute. Keep the competent team's authority over equipment status explicit.

For a hypothetical recurring fault, ask what correction was made and whether it prevented recurrence. Several quickly closed service calls may indicate an unresolved issue rather than strong support. Retain the incident history and relevant machine-record updates.

## Use technical findings within their scope

Have competent personnel assess causes and suitability questions. Procurement should not classify every breakdown as supplier failure or dismiss it as operator error without evidence. Record uncertainty where the cause remains unresolved and identify the next appropriate review.

Compare like equipment and service arrangements. A supplier providing equipment only should not be scored as though it contracted to operate it, while an included maintenance obligation should not disappear from review because the machine eventually returned to work.

## Include commercial closure

For hire, track accurate off-hire acknowledgement, collection and final charges. For purchase or installation, review completion of agreed commissioning and handover outputs. A strong operating result does not erase an unexplained invoice or missing record.

Use the scorecard to adjust the supplier allocation, improve the duty brief or require a targeted correction. Assign an owner and verify the result on a later relevant assignment. Avoid rewarding a shortcut that weakens technical controls simply because it improves a time metric.

At renewal, retain the duty and site context behind the figures. The useful performance record explains where the supplier supports the approved work reliably, which responsibilities were tested and what remains uncertain. It should support better equipment purchasing without pretending that one aggregate score can replace competent technical assessment of a different machine or task.
