An inbound tourism programme is a chain of bookings and handovers, not simply a collection of attractive activities. Onboarding should establish who controls the hotel arrangements, transfers, guides and admissions, and who takes responsibility when one element changes. The buyer needs a programme that an arriving group can actually follow.

## Build one confirmed operating itinerary

Start with arrival and departure details, group size, accommodation needs, languages, mobility requirements and the purpose of the visit. Distinguish essential activities from optional suggestions. Ask the supplier to mark every component as confirmed, held provisionally or awaiting information.

The itinerary should identify locations, meeting points, realistic transfer allowances and the party responsible for each handover. A brochure description is not sufficient operating information for a group leader receiving guests at an unfamiliar airport or hotel.

## Reconcile the supplier chain

Ask which services the contracting company delivers itself and which it books through partners. Record who holds each reservation and who can amend it. The buyer should not discover during the programme that the hotel, transport provider and attraction each expect instructions from a different intermediary.

Confirm the commercial relationship between the contracting entity and payee. Establish a controlled route for guest information, including who needs it and when. Initial sourcing rarely requires complete identity records for every traveller; provide the appropriate information at the relevant booking stage.

## Test the exception plan

Walk through a delayed arrival, an unavailable activity and a guest who cannot participate in the planned route. Ask the supplier to explain the decision process, available alternatives and approval of additional cost. An emergency contact needs the authority and supplier access to take practical action, not merely forward a message.

For example, a late flight may make the first booked activity impossible. The programme owner should know whether it can be rescheduled, replaced or cancelled, and what information the buyer receives before approving a substitute.

## Complete a readiness review

Before the programme starts, reconcile reservation confirmations, operating contacts, accepted substitutions and outstanding actions. Give the group leader a concise version suitable for use on the day, while keeping personal information and commercial documents in their appropriate controlled locations.

Approve the supplier for the programme and service model actually reviewed. A successful city itinerary does not establish capability for every specialist activity or emirate. After the visit, retain the delivered itinerary, exceptions and final account so subsequent programmes can reuse verified operating knowledge without assuming that availability or commercial terms remain unchanged.
