A sea cargo SLA should measure the forwarder's coordination and communication while distinguishing estimated transport events from actions it controls directly. Vessel schedules and external decisions may change, but the buyer still needs timely information, accurate instructions and an accountable contact. A broad promise to keep clients updated is not enough to define that service.

## Define the shipment milestones

Agree which events the forwarder records and what evidence supports them. Separate booking confirmation, cargo receipt, estimated movement, actual arrival and final delivery. Do not use a single in-transit status for several stages that require different buyer decisions.

Identify the recipient for each actionable update. A warehouse may need arrival and delivery information, while a commercial approver needs a proposed additional charge. Sending every message to one general mailbox does not establish that the responsible person can act.

## Make document coordination measurable

State how the forwarder checks transport instructions and reports missing or conflicting information. Record the point at which the buyer approves a version and the route for later amendments. Submission should remain distinct from acceptance or clearance by another organisation.

Track avoidable provider corrections separately from changes supplied by the buyer or shipper. This produces a fairer service review than treating all document revisions as either supplier failure or unavoidable external work.

## Describe exception communication

For a hypothetical routing change, require an update explaining the revised milestones, affected handoffs and next decision. Record when the forwarder learned of the issue and when useful information reached the buyer. The service measure should concern actionable communication, not the number of messages sent.

Ask who coordinates when the origin partner, carrier and destination team disagree about responsibility. The buyer needs one route for progressing the issue within the agreed scope, even where the forwarder cannot directly control an external party's decision.

## Close delivery and financial issues

Define what evidence completes delivery and how discrepancies remain open for investigation. Include final-account queries in the coordination process so a shipment does not disappear from control immediately after cargo receipt.

Review significant exceptions individually rather than relying only on an average transit figure. A delay outside the forwarder's control may still expose a preventable failure to warn the buyer about a receiving decision. Use the findings to improve milestone ownership and document checks. A useful SLA makes the shipment's next action clear and provides a reliable account of how the forwarder managed the responsibilities the buyer actually purchased.
