An event's approval requirements depend on its location, venue and actual activities. Procurement should identify those facts before asking an agency for a compliance pack. A general event-management licence does not by itself establish that every proposed performance, temporary installation or specialist service is ready to proceed.

## Break the event into actual activities

List the programme elements, venue arrangements and supplier scopes. Keep catering, entertainment, temporary structures and other specialist activities distinct so the relevant questions can be directed to the appropriate reviewer. Avoid a single tick labelled event compliant that conceals unresolved components.

Ask the agency to identify the authority or venue route used to confirm each applicable requirement. Where the answer is uncertain, record the question and obtain current confirmation before the associated activity is publicised or committed. Do not assume a process from another emirate or venue applies unchanged.

## Assign application and verification ownership

Record who prepares information, who submits it, who pays any agreed charge and who retains evidence of the outcome. Submission should not be described as approval. The agency's role may be coordination, while the actual decision belongs to an authority, venue or other responsible organisation.

Ask specialist suppliers to explain the evidence relevant to their own scope. A genuine document for one entity or activity may not answer a different requirement. Have qualified technical or legal reviewers assess questions outside procurement's competence.

## Connect programme changes to fresh checks

Consider a hypothetical corporate event that adds a new entertainment element after the initial plan is accepted. The agency should identify whether that changes the verification or approval route before treating it as an ordinary production addition.

Use a change register that links the revised activity to the responsible reviewer and decision. A creative approval from the buyer is not a substitute for confirmation of any applicable external requirement. Keep the distinction visible in the run-up to event day.

## Preserve operational evidence separately

Even when required approvals are in place, the buyer still needs a usable production plan, supplier responsibilities and on-site escalation route. Administrative readiness does not establish that equipment, staffing or programme timing will meet the brief.

Maintain a concise evidence register containing the requirement, source, scope, date, owner and unresolved action. Close items only when the relevant evidence is available. This is a procurement coordination framework, not a statement of universal UAE event rules or a replacement for event-specific professional advice. Its purpose is to stop a broad assurance from hiding a question that must be answered for the actual venue and programme.
