The buyer needs to know which party prepares each document, who checks consistency and how corrections are approved. A forwarder's commercial offer does not establish that a commodity or shipment is ready for clearance.

## Identify the shipment and declaration context

Record origin, destination, cargo description, shipment parties and the intended movement. Ask the appointed customs professional or relevant authority to confirm the applicable declaration route and required evidence. Keep uncertainty visible until that confirmation is obtained.

## Reconcile the source information

Compare descriptions, quantities, package counts and parties across the commercial invoice, packing list and transport instructions relevant to the shipment. Identify which source is authoritative when information conflicts. Ask the supplier or buyer's responsible person to correct the source rather than allowing the forwarder to guess.

A hypothetical packing list shows more packages than the booking instruction. The issue may be a simple revision, but it should be resolved before the mismatch propagates into other records. Preserve the corrected version and the reason for the change.

## Control submissions and amendments

Name who may approve bill-of-lading instructions and customs-related corrections. The person receiving an operational update should not automatically be authorised to change legal or commercial information. Use the buyer's appropriate review route where the amendment has consequences beyond routine administration.

Ask the forwarder to show submission status and outstanding queries clearly. Submission is different from acceptance or clearance. Do not mark the document process complete merely because a file has been sent to another party.

## Keep the procurement checklist bounded

Maintain entries for requirement, evidence, source, reviewer and unresolved action. Separate the forwarder's coordination performance from decisions controlled by the authority. Administrative checking reduces avoidable discrepancies but does not guarantee clearance or establish the admissibility of every product.

At shipment closure, retain the accepted records and any amendments with the transport and delivery evidence. Reassess when cargo, parties, route or declaration type changes. The result should let a colleague understand which documents supported this shipment and who resolved its questions, without mistaking a past successful clearance for automatic approval of the next movement.
