Training procurement should distinguish the provider's permission to operate, the scope of the proposed course and any claimed qualification or recognition. These are different questions. A permitted training business does not automatically make every course an accredited qualification, and a learner's attendance does not establish competence in every task covered by the programme.

## Identify the provider and delivery arrangement

Record the contracting entity, course location and delivery format. Ask whether the course is delivered by the provider's staff, an associate trainer or another organisation. Reconcile the name on the proposal, invoice and completion record where they differ.

For Dubai training institutes, KHDA provides an educational-permit service and describes relevant approvals within that process. Use KHDA's current route to verify applicability for the actual provider and activity. Do not present a Dubai permit as nationwide permission or proof that a particular course carries an external qualification.

## Verify the claimed outcome

Ask exactly what learners receive: attendance confirmation, a provider-issued completion record, an assessed result or another credential. Where external recognition is claimed, verify it through the named awarding or recognising organisation and check the course and provider scope.

Avoid repeating vague accredited or internationally recognised language without evidence. The buyer needs to understand what the claim means for its workforce requirement, not merely collect a logo from the brochure.

## Review trainer and learner prerequisites

Ask for relevant trainer experience and the basis for assigning the proposed person. Keep claims factual and proportionate to the subject. Identify learner prerequisites and how the provider handles a group whose starting knowledge differs from the assumptions.

For a hypothetical technical course, completion should not be presented as authorisation to perform regulated or safety-critical work unless the applicable requirements support that conclusion. Obtain appropriate specialist or authority confirmation where the employer's intended use requires it.

## Control information and assessment records

Agree what learner information the provider needs and how materials, recordings or assessment outputs are handled under the employer's policies and contract. Use sanitised workplace examples where live information is unnecessary.

Record the evidence source, review date and unresolved questions. Reassess if the trainer, course, delivery location or credential claim changes. This checklist supports a bounded training purchase; it does not certify the entire programme as universally compliant or replace the employer's assessment of whether learners can perform their roles appropriately after training.
