For a portfolio of UAE properties, the most useful RFQ combines a representative repair basket, clear attendance assumptions and a procedure for work that falls outside the priced scope.

## Give suppliers the same property information

Describe the property types, locations, occupancy patterns and access arrangements. State whether visits are usually planned, reactive or a mixture. Include the actual constraints that affect attendance, such as appointments with residents, reception registration or work windows established by building management.

Do not distribute sensitive access information during open sourcing. Suppliers need enough information to estimate the service; selected contractors can receive controlled instructions during onboarding. Explain which locations may be added later and how their suitability and price will be assessed.

## Use a representative repair basket

Include examples with photographs, dimensions where known and a consistent assumed condition. Request separate treatment of labour, call-out charges, parts, procurement of materials and return visits. Ask suppliers to identify tasks that need inspection before a firm price can be offered.

A useful basket might distinguish adjustment of an existing hinge from replacement with a specified compatible component. Otherwise, one contractor may price adjustment while another includes new hardware, creating an apparent price difference that is actually a scope difference.

## Specify the approval and closure process

Explain who can authorise additional work and which evidence must accompany a request. Require the contractor to state the expected effect of a variation on cost and completion. Identify how emergency requests will be routed without giving technicians unlimited authority to expand the job.

Define a complete work record: property, location, original fault, approved action, parts used, functional check and remaining issue. Request a sample rather than accepting a promise to provide reports. Ask how the contractor will identify a repeat complaint associated with an earlier visit.

## Make exceptions visible in the response

Provide a response table for exclusions, specialist referrals, service coverage and scheduling limitations. Require suppliers to explain assumptions about parking, access delays and unavailable occupants. These conditions can materially affect a small-job programme even when the labour rate is competitive.

Before evaluation, reconcile any assumptions that would change the buying decision. Record a common commercial scenario and request clarification where necessary. The resulting contract should preserve those clarified assumptions, so the first invoice is assessed against the same service that was evaluated during sourcing.
