## Define scope and interfaces

Identify the project, location, equipment or service package and the responsibilities included. State buyer-supplied information, materials and access dependencies. Ask bidders to identify exclusions and interfaces with other suppliers or contractors.

Require the proposed manufacturer, delivery entity and key subcontractors. Ask bidders to identify which upstream commitments are confirmed and which remain assumptions at the quotation date. A broad group name should not conceal the source responsible for the critical technical work. Have qualified reviewers determine the applicable source and operator-qualification requirements for the package.

## Control deviations and documents

Provide a clear specification baseline and separate deviation schedule. Require bidders to state exact compliance, a proposed alternative or an unresolved clarification. Blank responses should not be interpreted as technical agreement without review.

List required submissions, review stages and final records through the responsible technical process. For example, an engineered package may need approved interface information before manufacture. The RFQ should identify that dependency and the lead-time trigger rather than assume order placement alone starts every production activity.

## Standardise schedule and commercial assumptions

Ask for milestone dates, starting conditions, payment stages, delivery basis and change rules. Distinguish estimated upstream availability from confirmed commitments. Request separate pricing for optional work and material exclusions so the buyer can compare a consistent scope.

For services, clarify mobilisation, standby, resource changes and demobilisation as relevant. Have operator and safety teams review work-related requirements. Do not prescribe hazardous operating methods or incentives that conflict with the authorised execution process.

## Request evidence that supports evaluation

Ask for comparable references, a document-control example and a realistic delivery plan. Require relevant current qualification evidence tied to the operator and scope where applicable. Explain technical and commercial evaluation responsibilities and keep mandatory requirements outside a compensating price score. A disciplined RFQ produces offers the project can review and accept, rather than a collection of low totals that rely on different sources, exclusions and assumptions about what the buyer will provide.
