Match the reference to the proposed arrangement
Compare workstreams, locations, contract size, delivery model and duration. Ask whether the same subsidiaries and account team were involved. Differences do not make a reference useless, but they limit what it can establish. Record those limits rather than treating all group clients as equivalent evidence.
For a bundled contract, seek at least one reference that experienced cross-subsidiary coordination. A strong reference for a single specialist business may say little about whether a central group team can manage several services and provide accurate consolidated reporting.
Ask about observable events
Request examples of mobilisation, routine delivery and a problem requiring escalation. Ask who took ownership, how information moved between businesses and whether the agreed correction occurred. Questions about specific events usually produce more useful answers than asking whether the group was professional.
Explore invoice accuracy and change handling as well as service quality. A group can perform the work competently while creating substantial administrative effort for the buyer. Ask whether consolidated billing retained enough detail to validate charges and allocate costs.
Distinguish evidence from endorsement
Do not ask the reference to disclose confidential contract information or speculate about the supplier's finances. Summarise what the contact directly experienced and attribute uncertainty accurately. Obtain permission before using a reference's name or remarks beyond the agreed evaluation process.
For example, a contact may praise a group's property business while having no experience of the subsidiary proposed for your logistics scope. The useful conclusion is that the reference supports the property workstream. It should not be expanded into an endorsement of the entire group.
Resolve discrepancies with the bidder
Give the bidder an opportunity to explain material differences between its proposal and the reference's experience. Ask for additional evidence where a capability remains untested. Combine references with the proposed team's plan, relevant records and a bounded pilot where appropriate. The final evaluation should state which claims were supported and which remain assumptions, so the award does not depend on a broad reputation that the procurement team cannot connect to delivery.
