In brief
A port call is not commercially closed merely because the vessel has departed. The principal still needs a clear account of authorised services, supporting charges and unresolved items. Agree the agency's closeout records before appointment so the final reconciliation does not depend on reconstructing decisions from scattered messages after the operating team has moved to the next call.

Agree the agency's closeout records before appointment so the final reconciliation does not depend on reconstructing decisions from scattered messages after the operating team has moved to the next call.
Define the closeout package
List the call summary, instruction record, final disbursement account, supporting vouchers and other documents required by the appointment. Ask competent marine and legal reviewers to identify any additional records relevant to the principal's responsibilities. Procurement should not assume that one standard folder covers every vessel and port arrangement.
Use consistent call, vessel and principal references across the package. Reliable identifiers help distinguish similar names and repeated calls. The records should make it possible to connect a charge to the service and instruction without relying on an operator's verbal explanation.
Reconcile estimates and actual services
Compare the final account with the original and revised estimates. Ask the agent to explain material differences and identify approvals. Separate agency remuneration from third-party charges and retain the agreed evidence for each.
For example, a service may have been cancelled or rebooked after a schedule change. The closeout should show the relevant instruction, any charge or credit and the basis on which it was accepted. A final total alone does not explain whether the commercial consequences were correctly recorded.
Keep unresolved items visible
Create a list of missing vouchers, disputed charges, expected credits and other open matters. Assign an owner and next action. Do not label the account final if significant items remain unexplained, but distinguish a pending third-party document from an agency failure where the evidence supports that difference.
Follow established controls for refunds, funding adjustments and changed payment instructions. Have qualified advisers review disputes about responsibility between principals or other parties rather than resolving them from invoice descriptions alone.
Preserve knowledge for repeat calls
Record lessons about missing information, estimate accuracy and communication. Update future appointment instructions where a specific improvement is justified. Retain records through the principal's approved process and confirm appropriate access. A disciplined closeout supports fair settlement and better future calls because it preserves what was requested, what occurred and how the resulting costs were authorised and evidenced.
