Map each proposal to the same stages

Create a comparison showing concept development, subsequent design stages and any tender or construction support requested. Record the deliverables, review cycles and intended use of information at each stage. Ask bidders to clarify different terminology rather than assuming similarly named stages contain the same work.

Identify which proposal includes specialist coordination and which relies on client-appointed consultants. Separate architectural fees from other disciplines and reimbursable expenses. If a bidder proposes a different appointment structure, evaluate its management implications as well as the total price.

Examine assumptions about the brief

Compare the site information and project scope each practice has assumed. A fee based on a fixed brief and verified surveys may not be comparable with one allowing for an initial clarification stage. Resolve discrepancies before drawing conclusions about value.

Check programme assumptions and client decision requirements. Ask how delayed information, additional options or changes after approval are treated. Do not impose a standard number of free revisions without understanding what constitutes a revision and how it affects completed work.

Evaluate the delivery evidence

Review the named team and its actual availability. Ask who produces the work, who reviews it and who attends coordination meetings. A senior name on the cover does not establish continuing involvement unless the proposed role is defined.

Use comparable project examples and sample outputs to test quality. Look for coherent design reasoning, clear status information and a method for closing coordination issues. Consider references concerning budget communication and later-stage responsiveness, while recognising the limits of another project's experience.

Present the trade-offs clearly

Prepare an evaluated scope and fee summary with unresolved items highlighted. Distinguish confirmed inclusions from optional or conditional services. Have contractual risk and professional arrangements reviewed by appropriate advisers. Recommend the proposal that offers the required design and delivery capability on a workable basis, explaining why any premium or limitation is acceptable. This makes the appointment decision defensible without reducing architectural value to either a lowest-fee contest or an untested preference for the most impressive presentation.
