Reconcile scope line by line
Create rows for entities, reporting periods, transaction types, reconciliations, management outputs and query support. Separate historic cleanup, tax-agent work and audit from recurring accounting. Ask bidders to mark exclusions and clarify undefined phrases such as complete accounts.
Have a qualified finance owner assess whether the proposed outputs meet the business's needs. Procurement should not treat two report names as technically equivalent without understanding their content and review standard. A software export and a reviewed management pack may serve different purposes.
Compare workload assumptions
Check transaction volumes, source-document condition and the buyer's preparation duties. Ask how the fee changes when records are late, incomplete or materially different from the sample. Identify whether document collection and coding queries are included or charged separately.
For example, one firm may assume the buyer provides reconciled bank data and another may include that work. The difference should be reflected in evaluated cost and internal effort. Treating the first provider's assumed input as free capacity would distort the comparison.
Evaluate review and support
Record the preparer, reviewer, expected availability and escalation route. Ask how many draft-review cycles are included and what constitutes a new scope request. Review the process for correcting an error separately from additional work requested by the buyer.
Consider software subscriptions, migration, travel and exit charges where relevant. Confirm access to records and working schedules at the end of the engagement. A low recurring fee may be less attractive if basic data export or handover requires an unexpected separate purchase.
Document the accepted commercial basis
Compare realistic scenarios such as a new entity, increased volume or a backlog discovered during onboarding. Keep essential professional and control requirements outside a compensating price score. Record assumptions, exclusions and the reason for any premium. The award should explain what accounting work will be prepared, reviewed and delivered, rather than presenting a ranking of monthly fees that represent different services and levels of buyer responsibility.
