Build a comparison from the approved brief

Use the same audience, programme, venue assumptions and essential deliverables across offers. Mark unresolved inputs and ask each agency to explain its allowance. A proposal based on a different venue or programme format should be treated as an alternative, not silently normalised into the baseline.

Separate creative concepts from production commitments. An image may illustrate an idea without confirming dimensions, materials or technical feasibility. Ask what evidence makes the pictured element a priced deliverable.

Reconcile the workstreams

Create rows for planning, creative development, technical equipment, staffing, rehearsal, on-site coordination and closeout. Identify who supplies each item and who supervises any partner. Keep buyer-supplied work visible so a narrow agency scope is not mistaken for full event management.

Consider a hypothetical comparison where one agency includes a technical rehearsal and another includes only event-day attendance. Ask for equivalent scope or document the buyer's decision to accept the difference. Do not assume the omitted activity has no value because it is not prominently advertised.

Examine provisional and changed costs

Distinguish confirmed amounts, allowances, options and charges dependent on venue or third-party confirmation. Mark buyer estimates separately from supplier-confirmed figures. Resolve any uncertainty that could change the award decision.

Ask how a realistic change, such as another session or revised guest number, affects the price. The response should identify the relevant production work rather than merely quote a generic change fee. Keep revision limits and approval authority clear.

Make the award explainable to delivery staff

Read exclusions beside the main scope and obtain a reconciled final offer. A verbal statement that an item is included is insufficient if the written quote still leaves it outside the price. Preserve accepted clarifications with the agreement.

Record why the selected agency fits the event and which trade-offs the buyer accepts. If a higher-priced offer includes coordination or rehearsal the other lacks, explain the practical benefit. If a lower-priced option is chosen with work retained internally, name the responsible buyer team. The comparison should describe the event that will actually be produced, not simply select the most appealing total from several incompatible proposals.
