Reconcile the itinerary first
Place the proposals side by side by programme component. Identify the actual activity, duration, transfer arrangement, meal basis and any accommodation included in the package. Record whether substitutions are permitted and what standard the substitute must meet.
Do not treat two activities as equivalent simply because they share a broad label such as city tour. The route, guide language, entry inclusions and time spent inside attractions can materially change the experience.
Separate price certainty from availability
Mark each component as confirmed, provisionally held or unreserved. Record the validity of the quotation and any hold deadlines. A fixed-looking total based on unconfirmed inventory may require a different risk assessment from a proposal that has secured the required capacity.
Ask what happens if the operator cannot obtain the proposed component after the buyer accepts. The agreement should explain the approval of alternatives and the commercial treatment rather than permit unrestricted substitution.
Test the same participant scenario
Compare the package at the same group size and arrival pattern. Identify fixed group costs, per-person charges, optional purchases and services paid locally. Check the treatment of participants who arrive late, leave early or do not join an activity.
For example, a package may seem cheaper because airport transfers assume everyone arrives together. If the actual group has several arrival waves, request the revised total before award. Otherwise, a foreseeable operating requirement becomes a series of extras.
Read cancellation and change terms by component
An operator may face different commitments from hotels, transport companies and attractions. Ask for a clear explanation of those dependencies and the evidence of any charge passed through to the buyer. Have the appropriate reviewer assess the contract rather than assuming that a single headline cancellation phrase describes every booking.
Retain the comparison and accepted clarifications with the final itinerary. A well-supported decision explains both price and experience: what is included, how certain it is, which risks remain with the buyer and why the selected package fits the programme better than the alternatives.
