Define the agreement's purpose

State whether the organisation needs preferred-provider access, a direct-pay arrangement or another defined commercial service. Identify the employee locations and relevant administrative pathways without prescribing care based on a purchasing target. Involve benefits, healthcare and legal advisers where needed to frame the requirement.

Ask bidders to name the facilities included and distinguish available services from network referrals. A broad map of logos should not count as evidence that the required scope is available at the locations the programme will use.

Evaluate the network's coordination

Review how central account management connects to local booking, admissions and billing teams. Ask who resolves a problem crossing departments or facilities. A central telephone number is helpful only if it leads to an accountable person and a clear administrative process.

For example, an employee may be directed from a clinic to another network facility. The commercial arrangement should explain the administrative coordination and any separate payment process without implying that procurement controls the clinical referral or guarantees payer approval.

Compare financial and information clarity

Request fee schedules, exclusions, authorisation responsibilities and a fictional invoice example. Distinguish employer-funded elements from insurance or patient obligations. Ask how the network communicates differences across sites so employees do not receive inconsistent coverage messages.

Have privacy and legal reviewers assess reporting and data sharing. Network-wide visibility should not mean that the employer receives clinical records from every facility. Use the minimum information needed for contract management and keep appropriate clinical communication within provider and patient channels.

Select through separate evidence streams

Use current facility verification, qualified clinical-quality review where required, administrative references and process walkthroughs. Keep those assessments distinct rather than combining them into an unsupported overall quality claim. Record the sites, scope and limitations accepted. A defensible selection identifies a reliable commercial network arrangement while avoiding the implication that one provider group is clinically superior for every service and every person.
