In brief
A UAE ICV certificate measures a supplier's contribution to the national economy. It can affect evaluation by participating buyers, but it does not replace trade-licence, tax, product or risk checks.
A UAE ICV certificate measures a supplier's contribution to the national economy. It can affect evaluation by participating buyers, but it does not replace trade-licence, tax, product or risk checks.
A UAE trade licence shows that a legal entity is licensed for stated activities. An ICV certificate answers a different question: how much does that supplier contribute to the UAE economy under the National In-Country Value Programme? The distinction matters because participating government entities and major national companies can use the ICV score when awarding tenders and contracts.
For suppliers, ICV can be a commercial qualification rather than a generic compliance badge. For buyers, it should be a structured and time-bound part of the supplier record, not an unchecked PDF. This guide explains the official process, the 14-month validity rule and the controls needed to use ICV evidence responsibly.
The National ICV Programme is supervised by the UAE Ministry of Industry and Advanced Technology (MoIAT). Its objectives include localising supply chains, developing UAE industries and services, attracting investment, creating private-sector opportunities for Emiratis, and increasing spending on research, development and advanced technology.
An authorised certifying body issues an ICV certificate after reviewing the supplier's submission under MoIAT requirements. The resulting score evaluates the company's contribution to the local economy. Official UAE guidance says certified suppliers can gain an advantage during tender and contract awards based on that score. The score is therefore relevant evidence, but it is not a promise of eligibility or award.
No universal rule makes an ICV certificate a general operating licence for every UAE business. Its commercial importance depends on the buyer, tender and participating entity. Suppliers should check the solicitation and registration rules for the exact opportunity instead of assuming ICV is either always mandatory or never relevant.
Procurement teams should make applicability explicit. A useful supplier record distinguishes between required for this event, scored preference, collected for market analysis and not applicable. That prevents a desirable local-value signal from being mistaken for a substitute for legal eligibility.
The ICV methodology considers economic contribution reflected in the supplier's financial and operating data. The official supplier guidelines cover elements such as procurement from UAE businesses, investment, Emiratisation and expatriate contribution, revenue from outside the UAE, and bonus components including investment growth, Emirati headcount growth and advanced technology.
Buyers should use the score only under an approved evaluation method. The tender should state the role of ICV, the weight or rule applied, the evidence date and how ties or missing evidence are handled. A score should never silently override mandatory technical, safety, legal or product-conformity requirements.
MoIAT's current service page lists a valid business licence, audited financial statements and other documents depending on company size. The published service flow is:
The supplier guidelines state that figures in the ICV template should align with the latest audited financial statements. They also contain specific treatment for newly established companies, so a young business should check the current guideline rather than applying the standard evidence rule by assumption.
MoIAT's supplier certification guidelines state that an ICV certificate is valid for 14 months from the date the audited financial statements were issued. This is the important date calculation. It is not simply 14 months from the day a buyer uploads or reviews the certificate.
A supplier may seek recertification using the same audited financial statements while the certificate is valid, but the FAQ says the original 14-month limit still applies. Buyers should therefore store the audited-financial-statement issue date as well as the certificate issue and calculated expiry dates. See the companion guide on how to verify an ICV certificate for the full review sequence.
A trade licence and an ICV certificate support different decisions. The trade licence helps establish the legal entity and its licensed activities. ICV measures local economic contribution for the programme. Procurement teams may also need VAT evidence, authorised-signatory records, insurance, HSE evidence, financial checks and product conformity, depending on the supplier and scope.
The safest model is layered: verify identity and eligibility first, test tender-specific requirements next, then apply ICV exactly as the published evaluation method requires. Vendoreye's UAE trade-licence verification guide covers the identity layer in more detail.
Do not leave the decision-critical data inside a scanned certificate. A controlled ICV record should capture the legal name, licence or entity identifier, certificate number, ICV score, certifying body, audited-financial-statement issue date, certificate issue date, calculated expiry date, verification source, verification timestamp and reviewer outcome.
That structure enables expiry alerts, comparable tender scoring and an audit trail. It also allows a buyer to distinguish supplier-declared, document reviewed, official directory match, expired and unable to verify instead of collapsing every state into a single checkbox.
Vendoreye can make ICV evidence part of a governed supplier workflow: capture the score and dates as structured fields, link the certificate to the correct legal entity, record the verification source, alert owners before expiry and expose the approved data to prequalification or sourcing workflows. Human reviewers retain the decision, and the configured buyer policy determines how ICV affects qualification or evaluation.
Use Vendoreye vendor onboarding to bring ICV, trade-licence and other supplier evidence into one reviewable record, or book a demo to map the fields to your tender process.

MoIAT's supplier certification guidelines state that an ICV certificate is valid for 14 months from the issue date of the audited financial statements. Store that underlying date rather than calculating validity only from the certificate upload date.
No universal rule makes it a general operating requirement for every UAE supplier. Its relevance depends on the participating buyer, registration rules and tender. Check the exact solicitation and entity requirements.
No. Official guidance says certified suppliers can gain an advantage based on the score, but award also depends on the tender's published technical, commercial and eligibility criteria.
No. A trade licence helps establish the legal entity and licensed activities. An ICV certificate evaluates contribution to the UAE economy under the National ICV Programme.
