Confirm the team and period of service. A positive experience with a different operational team or technical scope is useful context but not direct proof of the proposed arrangement's readiness.
Explore supervision and reporting
Ask whether the provider maintained current instructions, identified issues and followed up on actions. Were reports understandable and delivered to authorised contacts? Did the client need to chase repeatedly to obtain evidence of completion?
A useful question is what the reference would specify more clearly next time. The answer may identify an unclear escalation boundary or incomplete handover that the new buyer can address in its agreement.

Ask how replacement personnel or partners were handled and whether the client had a clear review process. Were responsibilities preserved when the usual supervisor was absent? Did final records and outstanding actions remain accessible after a team change?
Explore commercial clarity without requesting confidential rates. The reference can explain whether additional work was authorised and invoices matched the accepted scope.
Summarise direct observations and their limits. Give the shortlisted provider an opportunity to explain material differences and use the findings to shape an authorised pilot or readiness review. A reference should help procurement identify what evidence to request, while the competent site team assesses the service design. It should not become a broad endorsement or a claim that past quiet operations guarantee future protection for a different workplace and set of responsibilities.
