Reconcile the actual programme

Compare routes, service windows and vehicle requirements with the contract schedule. Identify authorised and informal changes. Resolve outstanding trip or invoice disputes while the records remain available. A renewal should not erase unresolved issues by starting a new account period with an unclear baseline.

Ask operations to confirm expected demand and location changes. Separate firm needs from optional movements. Give the supplier a defined future schedule for pricing rather than asking it to repeat the current rate without knowing which service that rate is meant to cover.

Review performance and recovery

Examine timing, missed pickups, assignment changes and dispatch communication. Discuss recurring causes with the operator and customer site contacts. Identify which improvements belong to the supplier and which require better access or passenger coordination from the customer.

Ask for concrete action on material gaps. A revised contact arrangement or route plan should have an owner and a review point. Do not treat a discount as a remedy for an unresolved service issue, and avoid commitments that create unsafe pressure to recover an unrealistic timetable.

Normalise routes, waiting, standby and additional-trip terms across offers. Include transition effort where relevant, using stated assumptions rather than treating it as either zero or a reason the incumbent must win. Confirm the actual operator and applicable evidence for any alternative through the responsible review process.

Read notice, cancellation and extension terms in the agreement with the customer's commercial team. Clarify how the programme ends or transfers without confusing passenger instructions. The final service date and first new-service date should be explicit where suppliers change.

Prepare the approved timetable

Issue current routes, contacts and assignment-verification instructions after the decision. If retaining the operator, update the improvement actions and scope. If changing, use a controlled mobilisation and communicate the new arrangement clearly. Preserve the award rationale so the next review can compare expected benefits with actual service, rather than restarting from memory.
