Investigate undefined technical claims

Ask what accurate, comprehensive or complete means for the proposed work. The brief should identify the scope and appropriate performance requirements through qualified review. Do not assume a provider's generic marketing language establishes the precision or investigation depth needed by the project.

Be cautious when the consultant promises a particular favourable conclusion before examining the site or records. A professional assessment should allow for uncertainty and further investigation where evidence is insufficient. The buyer should not select on a promised clean report or a predetermined technical answer.

Check the actual team and scope

Identify the responsible professional, field personnel and reviewers. Verify relevant status through the appropriate authority route. A firm's general registration or portfolio should not be taken as evidence that every proposed specialist activity is covered by the named team.

For example, a measured survey may be offered as suitable for several later design purposes without explaining its reference basis or limitations. Have the intended technical user review that claim. The supplier should not extend the report's use merely to make the offer appear broader.

Examine exclusions and information sources

Ask how inaccessible areas and inconsistent existing records will be handled. Distinguish observed information from assumptions or supplied drawings. A proposal that leaves these points undefined may produce an apparently complete output with a weak evidence basis.

Review file formats, editable data, comment resolution and revisit charges. A cheap field visit may exclude the processing and handover the project actually needs. Clarify those costs before comparing the proposal with a more complete offer.

Resolve material gaps before appointment

Record clarifications, evidence and qualified review decisions. Do not allege incompetence without support, but do not let price compensate for an unresolved technical requirement. A credible proposal explains what will be investigated, who is responsible and how limitations will be communicated, giving the buyer a defensible basis for a professional appointment rather than confidence built on broad claims.
