Writing a renovation RFQ with clear scope boundaries

In brief

Renovation quotations become difficult to compare when bidders make different assumptions about demolition, protection, or reinstatement. A useful RFQ separates known work from uncertain existing conditions.

What to do

  • Provide a room-by-room scope and available drawings or photographs.
  • State what remains, what is removed, and who disposes of waste.
  • Ask bidders to list provisional items and the basis for measuring extra work.

Make the response easy to compare

Use a response table with scope item, specification, quantity or workload, price basis, timing, and exception. Ask bidders to answer every line and label assumptions explicitly. Keep optional alternatives in a separate section so they do not replace the base requirement without notice. If a clarification changes the brief, issue the updated version to all participating suppliers.

Before sending the request, have the person who will accept delivery read it. They should be able to explain how the eventual output will be checked. An RFQ is ready when it supports both a comparable commercial response and a practical acceptance decision.

Illustrative buying situation

Consider this hypothetical example.

A renovation RFQ includes removal and replacement of a surface but does not state who protects nearby finishes or disposes of waste. Different bidders make different assumptions. Add those boundaries and identify any area that cannot yet be inspected. Ask for a clear basis for provisional work. The revised scope supports a fair comparison and prevents essential preparation or reinstatement from being discovered only after the contractor has started.

Your next decision

Clarify exclusions before using quotation totals to make an award decision.
