In brief
A passenger transport request for quotation should define the journey, service window and dispatch responsibility. A vehicle type alone leaves suppliers to assume different waiting, routing and passenger conditions. Give every bidder the same movement schedule and ask for exceptions explicitly so the offers can be compared as complete services.

Describe each movement
List pickup and destination points, dates, departure or arrival requirements and expected passenger numbers. Identify the actual access point where known, rather than relying solely on a building name. State whether the service is recurring staff transport or a one-off corporate movement and keep unrelated transport activities outside the request.
Include relevant luggage and accessibility requirements through the customer's appropriate process. Ask bidders to confirm a suitable configuration and identify any information they still need. Avoid publishing unnecessary passenger details in the initial brief when approximate requirements are sufficient for pricing.
State the operational assumptions
Explain who coordinates passengers, confirms readiness and authorises departure changes. Identify receiving hours or site access restrictions that affect the route. Ask the supplier to state assumptions about waiting, parking and additional stops. These details can materially change the price and the feasibility of the timetable.
For recurring service, separate ordinary demand from optional extra trips. State whether quantities are estimates or commitments. A supplier should not infer a guaranteed volume from a planning scenario, and the customer should know if a proposed rate depends on a minimum level of service.
Request evidence and a dispatch plan
Ask the bidder to identify the actual operator and relevant authority route for the proposed activity. Request the evidence required by the customer's responsible reviewer at the appropriate stage. Keep permission checks distinct from vehicle suitability and service quality, which require their own assessment.
Require a contact plan for the operating window, substitutions and disruption. Include a realistic scenario, such as an unavailable assigned vehicle, and ask how the supplier verifies and communicates the recovery. A generic assurance of reliable service is not a substitute for that explanation.
Define the commercial response
Separate base trips, waiting, standby, additional movements and cancellation terms. Ask how changes are confirmed and who may approve extra charges. Describe the journey record needed for invoice reconciliation. A clear request becomes the reference for dispatch and payment, reducing the chance that the customer buys one timetable while the operator prices another.
