Describe the site and decision context
Provide the project stage, location, intended use and available information. Identify known access limits, operating conditions and relevant existing records. Ask bidders to state which supplied information they rely on and what needs validation before work begins.
Distinguish the required professional scope from adjacent services. A topographic survey, measured-building survey and engineering condition assessment should not be assumed to produce interchangeable evidence. Identify specialist interfaces and who owns them.
Specify technical and delivery requirements
Have qualified personnel define coverage, precision, reference information, formats and review criteria appropriate to the project. Ask bidders to declare deviations and exclusions explicitly. Procurement should preserve those requirements without inventing technical tolerances or mandating a method it has not had reviewed.
For example, the design team may need editable survey data with defined layer names and a documented reference basis. Including only a PDF-report requirement would not describe the full handover. Make the next user's needs visible in the RFQ.
Define visits, reviews and uncertainty
Ask for fieldwork assumptions, required buyer access and the process for inaccessible areas. Specify draft review, comment resolution and final submission. Request pricing for additional visits or scope changes separately so a low fee does not conceal a narrow access assumption.
Require the responsible professionals, review roles and any subcontractors to be named. Ask who resolves technical questions when a specialist contribution conflicts with another part of the proposed output. Ask for relevant authority-verification information and comparable experience. A general company portfolio should not replace evidence of the actual team's capability for the proposed work.
Make evaluation and acceptance clear
State how technical suitability, professional status, method and commercial terms will be assessed. Keep essential requirements outside a compensating price score. Ask for a suitable sample output without confidential client information and explain any initial submission review. The RFQ should produce offers that support the project's real evidence needs, rather than a selection driven by the cheapest visit or the most visually impressive report sample.
