Describe the programme and facility requirement
State the employee locations, intended specialty access and expected booking pattern. Identify whether the arrangement is a preferred-provider option, a direct-pay agreement or another defined model. Have benefits, clinical and legal advisers review the structure where their expertise is needed.
Require bidders to name the facility, location and relevant regulator. Ask them to identify services delivered at that site and any referral arrangements. A group-wide capability list should not replace a facility-specific response to the actual access requirement.
Specify the administrative outputs
Request booking channels, appointment confirmation, cancellation, rescheduling and complaint processes. Ask how patients receive information directly from the provider. Include accessibility and language-support information relevant to the programme without implying that those features establish clinical quality.
For example, the RFQ can ask how an employee obtains a clear explanation of required administrative documents. It should not require procurement staff to assess medical records or determine whether a particular consultation is clinically indicated.
Make pricing and reporting boundaries explicit
Ask for a fee schedule, exclusions, additional-service approval arrangements and invoice format. Distinguish the buyer's agreement from insurance coverage and authorisation. Require plain-language information that can be shared with employees without overstating what the arrangement pays for.
Describe the minimum reporting needed for contract management and ask the clinic to propose an appropriate privacy-preserving approach. Have qualified reviewers assess personal-data and health-information arrangements. Do not request diagnoses or clinical notes by default merely to make a report appear detailed.
Explain evaluation and verification
Separate facility and professional verification, clinical-quality review by qualified people, administrative capability and commercial comparison. Ask for relevant evidence without requesting patient testimonials or identifiable case records. Include a non-patient process walkthrough as part of clarification. The RFQ should result in offers that can be assessed on the actual access service, with a clear boundary between a procurement award and a clinical recommendation for an individual patient.
