Describe the workplace context and the responsibilities being purchased. Have qualified security or safety personnel define the operational need and acceptance criteria. Identify interfaces with building management, employer teams and other contractors.
Share sensitive site details only through appropriate channels and at the stage needed for legitimate assessment. A public or widely circulated RFQ should not disclose vulnerabilities, access credentials or unnecessary personal information.
Ask for the contracting organisation, relevant activity scope and proposed delivery arrangement. Identify personnel or partners and the process for verifying their applicable eligibility. Require information suitable for the buyer's official and professional review rather than a bundle of unrelated certificates.
Request the supervisor, escalation route and substitution method. A provider should explain how current site instructions reach the team and how an unauthorised request is handled.
Specify the service records and issue reporting needed by the buyer. For systems work, have competent reviewers identify asset and acceptance requirements. Ask how proposed replacement equipment or configuration changes are assessed and approved.
Use an authorised hypothetical scenario to examine coordination across supplier boundaries. The purpose is to understand responsibility, not to stage an unsafe incident or reveal detailed protective arrangements.
Separate service delivery, supervision, maintenance, parts or other conditional work as relevant. Ask suppliers to identify exclusions and the cost effect of changed scope. An isolated personnel or attendance rate may omit the management needed for the service to function.
State who may approve additional work and which technical or regulatory checks must precede it. Keep a commercial approval distinct from permission to make an operational change.
Resolve missing assumptions consistently and retain accepted clarifications with the final agreement. The RFQ should leave the selected provider with a defined accountable role and leave the buyer's competent team able to judge readiness and delivery. It should not imply that buying a service removes the employer's continuing responsibilities or guarantees prevention of every incident. A clear scope and review process are more useful than a broad assurance unsupported by site-specific evidence.
