Reconcile the package contents

Check the agreed drawings, schedules and specifications against the deliverable list. Confirm revision identifiers and issue purpose. Remove superseded documents from the active pricing set while retaining the history in the project record. A contractor should not have to decide which of two conflicting layouts is current.

Identify missing survey or specialist information and its consequence for pricing. Have the responsible professionals assess technical coordination. Procurement can track the gap and request a clear assumption, but should not resolve an engineering question by choosing whichever drawing appears more detailed.

Check the procurement descriptions

Review whether material selections and custom items are identified well enough for comparable offers. Record where a product is indicative and where an exact specification is required. Ask the consultant to define how alternatives should be presented so bidders do not silently substitute a different quality or scope.

Include the relevant quantity or measurement basis where it belongs in the agreed package. The appropriate cost or technical reviewer should assess it. A visual design intent alone may leave bidders to estimate different quantities, making the eventual price comparison unreliable.

Create a controlled query route

Name the person who receives bidder questions and coordinates responses. Share material clarifications consistently with all relevant bidders through the project's process. Keep responses linked to the package and identify when a query results in a revised document.

Separate clarification from a client change. If the answer adds work or changes a selection, record the approval and commercial consequence. Otherwise, tender questions can become an informal redesign without the client recognising that the priced scope has moved.

Accept for the stated purpose

Record the package version, reviewers and unresolved pricing assumptions. Do not describe acceptance for pricing as automatic approval for construction or external submission. Require the relevant later reviews when the project reaches those stages. A clear pricing release produces offers that the client can compare and gives the consultant a traceable basis for resolving the next round of decisions.
