Reconcile what the school already has
Build an inventory by subject, year group and edition before requesting offers. Separate usable stock, damaged items and materials that no longer match the teaching plan. Ask departments to confirm whether teacher resources and student resources belong to the same version. This prevents a low unit price from encouraging another purchase of an obsolete or incompatible set.
Estimate the required quantities using the school's current planning assumptions, then show the supplier how those assumptions might change. Identify resources that can be shared and those allocated to individual learners. A clear demand picture allows bidders to distinguish firm quantities from optional top-ups.
Look for substitution discipline
Ask candidates how they handle unavailable editions and delayed replenishment. A suitable supplier should seek academic approval before replacing a title or version. Request a sample substitution notice showing the original item, proposed alternative, educational difference, price effect and delivery consequence.
Reject vague promises to provide equivalent books where the equivalence has not been evaluated. A similar title can have different pagination, activities or teacher support. Those differences matter when a department has already prepared lesson references and assignments around the requested resource.
Test delivery preparation and shortage response
Require a packing approach that fits the school's receiving capacity. Department or year-group labels may reduce sorting time, but agree the format rather than assuming it is included. Ask how the supplier will report backorders and identify quantities still outstanding after a partial shipment.
Evaluate a practical shortage scenario: several classes are ready to begin but one component is missing. The useful answer explains available stock, a correction date and an approved temporary arrangement. An account manager's general assurance of priority service is not enough to plan the first week of teaching.
Compare the completed classroom set
Assess cost using the full usable set, including teacher materials, delivery, necessary licences and agreed replacements. Record return or cancellation conditions before ordering uncertain quantities. Select the bidder with credible stock information, controlled substitutions and a recovery process suited to term readiness. Those capabilities provide a stronger basis for renewal procurement than choosing solely by catalogue breadth or the largest advertised discount.
