Describe the activity precisely

Write down whether the contract covers goods, software, instruction, assessment or a combination. Identify whether supplier personnel will enter school premises, contact learners directly or receive learner information. Avoid treating the word education in a business name as evidence that every proposed activity is permitted.

Check the contracting entity through the appropriate official business-licence enquiry route. The UAE government's directory links to several such services. Match the legal name to the quotation and agreement, and record the date and scope of the check. An identity check is an input to approval rather than proof of classroom suitability.

Verify the relevant educational permission

Ask the provider to identify the authority and permission applicable to its proposed service. Requirements depend on the activity and jurisdiction. For example, KHDA provides a Dubai authorisation service for entities that are not training institutes to deliver short training courses. That example should prompt an activity-specific enquiry; it should not be applied as a universal rule for every school supplier across the UAE.

Have the school's compliance owner resolve uncertain cases with the relevant authority or qualified adviser before booking delivery. Keep a clear distinction between a supplier's application, an approval and the scope shown on the resulting document. Do not describe an application receipt as authorisation.

Review learner access and information handling

Use the school's safeguarding, visitor and information-governance procedures to determine what evidence and controls are needed. For a digital platform, document the information requested, who can view it, how accounts are removed and which support staff can access live records. Evaluate a demonstration with synthetic learner data wherever practical.

For an on-site service, agree supervision, arrival arrangements and the response if the approved presenter is replaced. These are procurement controls to discuss with the school's responsible team, not a substitute for its safeguarding policy or legal review.

Record a decision tied to the approved scope

List completed checks, unresolved conditions and the accountable approver. Revisit approval if the supplier adds instruction, changes the delivery entity or introduces new data access. A concise record explaining what was approved and why is more useful than a large folder of unrelated certificates that nobody has evaluated.
