In brief
A machinery budget should cover the resources needed to make the equipment usable for its approved duty. The headline hire rate or purchase price may exclude mobilisation, commissioning, maintenance support and return arrangements. Build the estimate from a technically reviewed requirement and keep uncertain site or operating inputs visible.

Establish the duty and responsibility baseline
Ask competent technical personnel to define the task and acceptance needs. Identify site conditions that still require confirmation and the effect they may have on the supplier's offer. Procurement should not assume technical suitability merely because a machine fits an initial cost target.
List supply or hire, transport, installation, operation and support separately. Record which activities the buyer performs internally and which require another appointment. Unpriced buyer work should remain visible even if it is not assigned an artificial monetary value.
Distinguish fixed and conditional costs
For hire, ask how duration, standby, extension and off-hire are calculated under the proposed terms. For purchase, identify the delivery, commissioning and acceptance activities included. Keep estimated external or site work separate from a confirmed supplier charge.
Consider a hypothetical project where access is delayed after mobilisation is scheduled. The budget needs a decision owner and a clear rescheduling or standby basis. A contingency does not replace approval of the actual additional work.
Plan support and change expenditure
Ask how the supplier handles a fault and which support activities are included for the offered machine. Keep technical decisions about operation, repair or substitution with competent personnel. Procurement should record the commercial consequence after the appropriate review rather than encourage an unsafe shortcut to protect the budget.
If the duty changes, request an assessment of equipment suitability and the revised scope before extending the existing arrangement. A longer hire is not always merely more days of the same approved task.
Reconcile the final machine record and account
Compare actual charges with the accepted baseline, authorised changes and handover or off-hire evidence. Distinguish genuine new requirements from correction of supplier errors. Record any unresolved technical or commercial item rather than treating delivery as automatic completion.
Use the evidence to improve the next estimate: which site checks were late, which support assumptions were accurate and which charges could have been avoided through clearer instructions. The useful result is a defensible budget for the specific equipment arrangement, not a universal UAE machinery price. It should support informed decisions while preserving the technical prerequisites that make the purchase or hire appropriate for the work.
