Map the learner and delivery locations
List where learners work, where training will occur and whether cohorts attend in person, remotely or through a mixed arrangement. Identify language, access and scheduling needs. Ask the provider to explain which trainers and facilities support each location.
Separate direct delivery from partner arrangements. A national brand does not automatically mean that every local trainer uses the same materials or assessment method.
Confirm location-specific requirements
Ask the provider to identify the relevant authority or venue route where activity-specific permission needs confirmation. Use the current information applicable to the actual location. Do not treat a permit or process from one emirate as nationwide approval.
For a hypothetical programme moving from a training centre to an employer site, confirm whether the proposed arrangement changes any requirements or prerequisites. Keep that check separate from the operational question of whether the room and equipment support the exercises.
Test trainer and format consistency
Request the trainer assignment and substitution process for each cohort. Ask how materials, objectives and assessments remain aligned while examples are adapted appropriately. Consistency should not mean ignoring different learner needs.
If remote delivery is offered as a coverage solution, assess whether the required practice and feedback still work. A live video presentation is not automatically equivalent to an in-person workshop where learners use specialist equipment or receive individual observation.
Allocate against demonstrated capability
Use a representative first cohort in a less convenient location or format. Review learner access, trainer readiness and the agreed evidence of learning. Record what the trial did and did not establish before expanding nationally.
Compare travel, venue and partner costs explicitly. A lower base fee may exclude the resources needed outside the provider's main centre. If coverage is uneven, consider a defined allocation or another provider for the gap while maintaining a common employer objective.
Update the coverage record when trainers, partners or delivery environments change. The useful result tells the learning coordinator where the provider can deliver the required programme, which prerequisites need preparation and when a revised design is necessary. Geographic reach should support a credible learning experience rather than become a marketing claim that obscures differences in trainer expertise and practical exercises.
