Name who can ask for options, approve spending and authorise issue. Travellers may express a preference without having authority to commit the company. Establish an urgent fallback before employees travel so the agency does not have to guess during a late-night change.
For example, an expiring option may pressure an organiser to issue a ticket before approval. The business should have a deliberate rule for that situation rather than resolve it through informal assumptions.
Treating an itinerary as issued-ticket evidence
