Check the offered equipment and function
Match each proposed model to the required function and have the authorised technical reviewers assess meaningful differences. Confirm quantities, variants and associated subscriptions or support entitlements. Do not assume that a newer or more expensive model is automatically the better fit for the agreed design.
Where a supplier reserves the right to substitute, request the approval process and evidence needed. A quote based on an unspecified future model carries a different level of certainty from an offer tied to identified equipment.
Compare the work around the hardware
Create separate rows for survey, configuration, installation, migration, testing and final records. Ask who coordinates cabling and carrier dependencies. Keep buyer-owned tasks visible so that a lower price does not silently transfer substantial integration work to the internal team.
Consider a hypothetical comparison where one quote includes a documented cutover and configuration backup while another includes hardware and installation hours only. Request equivalent scope or explain the retained buyer responsibility before ranking the totals.
Examine recurring and exceptional charges
Separate one-off equipment and project charges from recurring subscriptions, support and carrier-related amounts. Confirm the period covered and who owns renewal decisions. Ask the supplier to identify any technical function that depends on continuing a particular subscription so the buyer can evaluate the arrangement properly.
Test a realistic delay, additional site visit or approved configuration change. Request the pricing basis rather than inventing an allowance that the supplier has not accepted. Mark estimated comparison adjustments and resolve them if they could change the award decision.
Preserve the trade-offs in the award
Ask shortlisted suppliers to reconcile exclusions with their main proposal. A verbal assurance that documentation is included is inadequate if the written scope still excludes it. Keep the final clarified offer with the technical assessment and acceptance requirements.
The decision should explain the usable network and support arrangement being purchased, any limitations retained by the buyer and the evidence supporting the preferred offer. Price can legitimately decide between suitable proposals, but it should not conceal a difference in technical capability, migration responsibility or future maintainability that the buying team has not consciously accepted.
