Establish what the refresh must achieve

Record the sites, essential functions and reasons for the change. Ask the authorised technical team to identify equipment or design assumptions requiring confirmation. Avoid budgeting from an attractive device list before the required operating result and current condition are understood.

Separate necessary work from optional improvements. Suppliers can propose useful enhancements, but the buyer should be able to compare a compliant baseline before deciding whether the additional benefit justifies expenditure.

Map one-off and recurring costs

List equipment, configuration, installation, testing and handover as distinct project items. Identify subscriptions or ongoing support separately and state the period covered. Ask who will monitor renewals and what service or function the continuing charge supports.

Include carrier coordination and other contractor work only where it belongs in the agreed scope. If the buyer retains those responsibilities, make the internal effort and external purchase visible rather than treating it as free merely because it does not appear on the integrator's quote.

Model a realistic project variation

Consider a hypothetical office where the carrier handoff is delayed after engineers have been scheduled. Ask the integrator how standby, rescheduling and return attendance are charged. Identify which decision the buyer must make and when the cost becomes committed.

Similarly, a site survey may reveal that an assumed cabling path is unsuitable. Require a documented scope and price assessment before the project absorbs the additional work. A contingency should not become an unrestricted authorisation for changes.

Reconcile the delivered result

Track approved variations against the original assumptions. Separate genuine new requirements from correction of supplier errors and from optional improvements accepted during delivery. Keep the revised bill of materials and acceptance record aligned with the financial record.

At completion, compare actual expenditure with the usable network delivered, including recurring commitments and unresolved work. Record which early checks would have improved the estimate. This produces a defensible budget for the next refresh without claiming a universal per-device or per-office price. The useful outcome is control of a defined project, with uncertainty and decision ownership visible before costs become unavoidable.
