Define incidents by operational effect
Identify the services covered and how the buyer reports a fault. State the information needed to open a useful incident: affected site, service, observed impact and an authorised contact. Avoid requiring the user to diagnose the cause before support begins.
Separate acknowledgement, diagnostic action, attendance, temporary recovery and final restoration. A supplier answering a call has not necessarily begun a useful investigation. Agree the evidence associated with each milestone and the operating hours or conditions to which commitments apply.
Keep the carrier boundary manageable
Ask who collects evidence for a carrier escalation and who maintains contact with the carrier until the issue is resolved. The buyer should not be left copying incomplete information between organisations that each deny ownership.
Require the incident record to distinguish an external dependency from the integrator's own pending action. This helps allocate responsibility fairly without allowing every carrier-related incident to disappear from the supplier's service review.
Define partial recovery and closure
Consider a hypothetical branch outage where a temporary connection restores essential transactions but not the full communications service. Record the functions restored, the limitations and the remaining action. Do not count the incident as fully resolved merely because the branch can perform one task.
Identify who approves a workaround and who confirms final restoration. If the reported fix fails, allow the buyer to reopen the linked incident while preserving the original history. Repeated faults should not look like unrelated quick successes because each receives a new ticket number.
Review evidence rather than averages alone
Use a small set of measures covering useful diagnostic action, recovery, recurrence and communication. Review major exceptions individually; a monthly average can conceal a branch outage with serious operational consequences.
Connect corrective actions to configuration updates, design changes or improved escalation procedures where the evidence supports them. Ensure the latest records are available to authorised support staff. The SLA should tell both teams how to manage a difficult incident and should produce a reliable account of what happened, rather than reward administrative closure while the underlying connectivity problem remains.
