Normalise the creative scope

Put each proposal beside the same deliverable list. Record the number of original concepts, the selected direction to be developed and the adaptations required afterwards. Ask what counts as a revision and whether a new direction after approval is treated as additional work.

Check the copywriting assumptions. Editing supplied copy, developing a campaign headline and researching a product story are not interchangeable tasks. For bilingual work, determine whether translation, adaptation and final layout proofreading are included or supplied by separate parties.

Separate agency fees from external costs

Identify photography, stock assets, talent, studio hire, printing and other purchased services. Ask whether these are estimates, fixed allowances or costs to be approved later. Clarify how the agency charges for coordinating outside production and what happens if the chosen concept requires more expensive inputs.

Compare usage terms beside the cost. A photograph available for a limited campaign may not support ongoing use in presentations or future markets. A cheaper quotation can become costly if the business assumes rights that were never included.

Inspect production and handover

Confirm the final file formats, editable source files and any dependencies such as licensed fonts. Ask whether the agency will prepare artwork to a printer's specification and review production proofs. A visual mock-up is not the same deliverable as a file accepted for manufacture or publication.

Look at project management and approval assumptions. A quotation based on one consolidated feedback round will behave differently from a retainer offering continuing support. Neither model is automatically better; it must reflect how your team actually makes decisions.

Compare realistic change scenarios

Ask each bidder to explain the effect of one likely change, such as an additional language version or a revised product specification after artwork approval. Use the response to understand pricing rules rather than bargaining against a hypothetical worst case.

Complete the comparison with scope, rights, production, handover and change assumptions visible in one record. Select on the work the business will be able to use, not just the headline fee or the number of pages in the agency's proposal.
