In brief
Air cargo performance should reflect the end-to-end service purchased, not only the flight segment. A provider may move cargo quickly while leaving document corrections, receiving decisions or final charges unclear. Use measures that distinguish confirmed events, external dependencies and the forwarder's coordination responsibilities.
Define comparable shipment groups
Review similar routes, cargo types and service boundaries together. Airport-to-airport movement and a managed delivery involving collection or specialist handling should not automatically share one undifferentiated timing measure.
Agree what counts as booking confirmation, cargo acceptance, actual movement and final delivery. Retain the evidence behind each status rather than rely on a broad completed label that means different things to different teams.
Measure readiness and document quality
Track avoidable corrections in information the forwarder prepares or checks. Separate changes from the shipper or buyer from provider errors. Identify whether missing data was requested early enough for the responsible person to act.
For a hypothetical urgent part, the flight may depart as planned while origin coordination caused the cargo to miss it. The review should examine the handoff responsibility rather than score only the published flight schedule.
Evaluate communication during change
Record when the provider learned of a material change and when useful information reached the buyer. An update should explain the affected milestone and next decision, not merely state that a delay exists.
Distinguish external transport events from the forwarder's response. A carrier decision may be outside its control, while failure to coordinate an alternative or notify the receiver remains relevant to the purchased service.
Include destination and financial closure
Track complete receiving evidence, unresolved discrepancies and charge queries. For specialist cargo, preserve the qualified product or technical acceptance process rather than invent a simple procurement pass rate.
Reconcile actual charges with the accepted packing and quotation basis. An initial estimate that repeatedly changes without explanation should appear in the commercial review, even if deliveries are fast.
Use the findings to improve source-data confirmation, receiving ownership or provider allocation. Set specific actions and verify them on subsequent shipments. Avoid reporting one average as proof of universal speed or reliability across all air cargo.
At renewal, retain the route, cargo and scope behind the score. The useful record shows where the provider coordinates effectively and where the buyer needs a correction or another service arrangement. It should support an informed purchasing decision without claiming that the forwarder controls every airline, authority or product-condition outcome involved in the movement.
