Identify the relevant jurisdictions and roles
List the entities, contracts, assets and activities that the project concerns. Ask the legal and financial owners to determine which jurisdictional questions require professional assessment. Purchasing should collect the scope information rather than infer that an office address settles the matter.
Separate local coordination from substantive advice. A firm may manage the project while another appropriately qualified adviser addresses a particular jurisdiction or regulated activity.
Ask for the coverage model
Identify the firms and individuals responsible for each component. Clarify whether local specialists are employed, affiliated, subcontracted or directly engaged by the buyer. Have the relevant reviewers assess status, conflicts and the terms governing their outputs.
A network membership can support access to expertise, but it should not be presented as proof that every member has reviewed the matter or is included in the quoted fee. Ask when the proposed local specialist will confirm its involvement and what information it needs first. Until that step is complete, mark the coverage as proposed rather than representing it as an established part of the delivery team.
Test how conclusions will be combined
Ask how jurisdiction-specific findings reach the other workstreams and the decision-maker. The team should preserve the source and scope of each opinion while explaining its effect on the overall project.
For example, a financial analysis may treat several entities consistently while legal obligations differ between them. The advisers need a method for identifying and reflecting those differences rather than using one broad UAE assumption throughout the package.
Record approved coverage and gaps
Keep a scope map showing the responsible adviser, jurisdiction, deliverable and unresolved questions. Identify any work excluded from the engagement and the conditions for adding it later. The business should understand where it still needs advice before relying on a combined conclusion.
Reassess when the project introduces another entity, location or service. A previous successful domestic engagement does not automatically validate a cross-border extension. Meaningful coverage is a traceable set of appropriate professional responsibilities, not simply the number of offices or countries listed in the lead firm's presentation.
