In brief
A formation consultant can advise on a route and coordinate documents without being the organisation that grants the resulting permission. Buyers should verify the proposed business arrangement and the provider's role separately. A genuine business licence for the consultant does not establish that every recommendation in its package is appropriate for the founder's intended activity.

Buyers should verify the proposed business arrangement and the provider's role separately. A genuine business licence for the consultant does not establish that every recommendation in its package is appropriate for the founder's intended activity.
Identify the proposed route precisely
Ask the consultant to name the licensing authority, intended activities, proposed entity arrangement and premises assumptions. Compare those details with the founder's operating brief. If the provider uses broad labels such as “trading company,” request the actual activity description it proposes to use and the reason it fits the planned operations.
Abu Dhabi Department of Economic Development's business-establishment guidance provides an official starting point for that emirate's process, including identifying the intended activity. Use the relevant authority's current information for the proposed application. An Abu Dhabi resource should not be treated as approval of a Dubai or free-zone arrangement, or as an endorsement of a consultant.
Reconcile the organisations in the transaction
Compare the provider's proposal, engagement agreement and invoice. Establish why any different entity appears and which organisation is responsible for the purchased service. Verify a changed payment instruction through the buyer's normal controls instead of relying on an urgent message from an unfamiliar contact.
Ask whether document work or submissions will be handled by partners. Record what those partners do, what information they receive and whether the primary consultant remains accountable. An unexplained delivery chain is an issue to resolve before sensitive records move through it.
Examine promises about external outcomes
A package may advertise assistance with an account, permit or other institutional process. Ask what assistance means: preparing a pack, arranging an introduction, submitting information or providing follow-up. Require the engagement to distinguish those tasks from a decision controlled by the receiving institution.
For example, a promised bank-account outcome should not be accepted merely because the provider has introduced other clients successfully. Ask the provider to explain the contractual commitment and have relevant terms reviewed appropriately. Do not infer that an introduction binds a separate institution to approve the application.
Record evidence and remaining questions
Use separate entries for route suitability, provider identity, delivery responsibilities and payment verification. Write the source and date of each check and identify unresolved applicability questions for qualified advice. Avoid a single “fully compliant” label that conceals the limits of the review.
Revisit the record when the proposed activity, authority route, partner or payee changes. A previous check can support continuity, but it does not establish that a different formation arrangement is appropriate.
