In brief
A travel agency may use another company to issue or service tickets. That arrangement can be workable, but the corporate buyer should understand who controls the booking and how changes are handled. A single sales contact does not establish that the agency itself can complete every action a traveller may need.

Map the booking and payment chain
Ask which entity issues the ticket, collects payment and manages refunds or reissues. Identify the contractual relationship with the buyer and the role of any consolidator. Reconcile the proposed invoice and payee before the first transaction.
The purpose is to understand accountability, not demand unrelated confidential agreements between industry partners. The buyer needs enough information to know who can act on its bookings and under which service arrangement.
Verify relevant claims
If an agency or ticketing partner claims accreditation, verify the actual entity and code through the relevant official route. Keep local business verification separate. A code for one company should not be used as unexplained evidence of another company's status.
Ask how the arrangement changes if the agency uses a different partner for a particular airline or ticket type. The support model may differ, and the buyer should know before relying on a uniform service promise.
Test change and disruption responsibility
Ask who accesses the ticket outside normal hours and how approval reaches the issuing party. The traveller should not be sent between companies that each expect the other to handle the request. Require a clear escalation route and substantive update process.
For example, an urgent return-date change may be delayed if only the consolidator can service the ticket and it is unavailable. The agency should explain that limitation and the agreed response before the business awards the account.
Review data and financial follow-up
Have privacy and legal owners assess traveller-information sharing across the chain. Ask how the agency tracks refunds, credits and unused value where applicable and reconciles them to the original booking. A requested refund should remain visible until the outcome is established.
Document the assessed ticketing model and require notice of material changes. Due diligence should support the defined corporate service, not an assumption that every booking sold by a familiar agency has identical servicing capability or that all partner arrangements are interchangeable.
