In brief
Hospital-network account service levels should make administration dependable across facilities without dictating clinical care. The buyer can define booking communication, eligibility-query handling and invoice resolution while recognising that clinical scheduling, suitability and payer decisions follow their own appropriate processes. A clear division of responsibilities prevents a commercial target from becoming an inappropriate clinical promise.

Define the administrative events
Agree how requests are acknowledged, routed and updated. Distinguish an account-team response from an appointment or admission confirmation. Identify when the patient, clinical team or payer must provide information through the appropriate channel before the administrative process can proceed.
Use separate definitions for outpatient booking support, planned-admission administration and billing queries where those are included. A single response-time target may hide different dependencies and make performance reporting difficult to interpret. Identify the team responsible for maintaining each pathway's current administrative instructions.
Make cross-facility ownership explicit
Assign a central owner for issues involving more than one site or group entity. Ask how that person obtains information from local teams and escalates a blocked administrative decision. The buyer should not have to reconstruct the network's internal responsibilities every time an invoice or booking crosses facilities.
For example, a patient may attend a different network location from the one on an initial administrative request. The account process should reconcile the references and payment pathway without asking procurement to interpret the clinical reason for the change.
Agree evidence and privacy boundaries
Specify the minimum records needed to show administrative completion and resolve charges. Have legal and privacy reviewers assess reporting fields, access and aggregation. Do not make detailed clinical records a default evidence requirement for commercial service-level compliance.
Track stages of resolution separately: acknowledgement, investigation, proposed correction and accepted closure. A prompt email does not mean a disputed invoice has been corrected. Keep the original issue and subsequent changes traceable through an administrative case reference.
Review the network by site and pathway
Analyse recurring problems at the facility level while retaining a consolidated account view. Agree corrective actions that improve handoffs, instructions and billing accuracy. Clinical-quality and safety concerns need qualified assessment through the relevant processes, not a purchasing service-credit calculation. Good account standards help the network deliver clear administration while preserving professional judgment, patient needs and the limits of the buyer's commercial role.
